Each city is evaluated across four key dimensions: safety, economic opportunity, support resources, and affordability. Each category is worth up to 100 points, for a maximum possible score of 400. The final Overall Score is the average of these four categories, resulting in a scale from 0 to 100.
Safety (0–100 Points):
A safe environment is crucial for recovery. Cities earn up to 50 points each for low violent crime rates and low property crime rates, with scores normalized so that lower crime rates receive higher points. Missing crime data results in a score of zero for that component.
Economic Opportunity (0–100 Points):
Economic stability supports access to treatment, employment, housing, and healthcare. Cities receive up to 50 points for a composite economic score and 50 points for higher median hourly wages. Both are normalized, with missing values scored as zero.
Support Resources (0–100 Points):
Access to counseling and support groups is vital for recovery. Cities earn up to 50 points for the number of substance abuse counselors and 50 points for the availability of AA meetings, both normalized to a 0–100 scale. Missing data is scored as zero.
Affordability (0–100 Points):
Affordable living reduces financial stress during recovery. Affordability is measured by the ratio of median wage to home price (used as a proxy for rent), with higher ratios earning more points. This score is also normalized, and missing values receive zero points.
Overall Score:
The Overall Score is calculated as the average of the four category scores:
Overall Score = (Safety + Economic + Support + Affordability) / 4
