The VA CCN offers coverage at treatment centers outside the regular VA providers. It has specific eligibility requirements you have to meet before your coverage gets approved. If you have access to community care, the VA CCN will cover inpatient and outpatient substance use treatment services to support your wellness.

When you’re starting treatment for substance use, the cost is one of the biggest worries. You want to make sure you can afford your treatment and that as much of it as possible is covered by insurance.
Depending on your medical needs and where you go for treatment, you might have a significant portion of your care covered. Sometimes, VA Community Care even covers 100% of treatment costs if you go to an in-network facility. Other times, you can get treatment at a low cost with your benefits.
The VA Community Care Network doesn’t have the same structure as a typical insurance plan when it comes to payments. You don’t owe payment at the time you receive services. Instead, the VA bills you for a copay later.
If you’re struggling with paying for your care, you may be able to get more assistance if your substance use or mental health condition is considered a service-connected condition. For example, if you have PTSD from serving in the military and you used substances as a way to cope with your PTSD, your substance use is related to your service. In those cases, you may not need to worry about out-of-pocket costs.
VA Community Care doesn’t have networks in the same way private insurance does. There are no plans to choose from or purchase, and the VA has its own network of providers and services.
Its Community Care Network helps eligible veterans find care when the VA doesn’t offer it or other hardships prevent them from accessing VA care. VA Community Care serves every state in the US, breaking them up into 5 regions.
VA Community Care works with third-party administrators (TPAs) to make it easier and faster for you to get your care approved and covered. It gives you more options when the VA network is too far away for you to access or the wait times are too long. For example, if you live in a rural area where the VA doesn’t have a residential treatment center, the VA CCN can help you find one in your network.
Optum and TriWest act as go-betweens for the VA and your treatment center. They help process requests for care, authorize coverage, and collect payments for services. They’re also responsible for maintaining the network of providers across the country.
As a veteran, you might worry about whether your treatment center understands your specific mental health needs and experiences. You need access to facilities with providers who do, so you can feel comfortable and safe at each stage of treatment.

VA Community Care doesn’t offer employer plans in Arizona. It offers benefits based on your veteran eligibility status, rather than making them available through an employer. You can access VA benefits whether you are employed or not.
VA Community Care Exchange Plans in Arizona
VA Community Care doesn’t offer plans on the Arizona ACA Marketplace. The VA isn’t a private insurance company, and your VA Community Care coverage for substance use depends on your status as an eligible veteran. However, the VA CCN may work with your private insurance to cover your treatment costs.
VA Community Care & Arizona Medicaid
When you get care at a non-VA treatment center, AHCCCS (Arizona Medicaid) can help cover the costs. If you have both VA Community Care and Medicaid coverage, the VA will typically get billed first. Medicaid often helps cover community treatment outside the VA, so it can help with copays and certain other expenses.
Arizona Unique VA Community Care Coverage Information
Arizona has more options for outdoor therapy than many other states. The VA sometimes covers this type of treatment as part of its Recreational Therapy Service.

VA Community Care Employer Plans in Florida
There are no VA Community Care employer plans offered in Florida. Your VA CCN coverage depends on your eligibility through the VA, not your employer. The VA also offers benefits for many veterans who are unable to work.
VA Community Care Commercial Plans in Florida
VA Community Care does not sell plans through the ACA Marketplace in Florida or anywhere else in the United States. You can check your eligibility through the VA to understand your benefits. If you have private insurance along with your VA CCN coverage, they may work together to pay for your treatment.
VA Community Care & Florida Medicaid
Even if you have VA Community Care benefits, you may still be able to get Medicaid coverage in Florida. Your treatment center will bill the VA before Medicaid, and Medicaid may not always help with costs. However, it may help you cover copays and certain long-term care costs.
Florida Unique VA Community Care Coverage Information
The federal VA MISSION Act of 2018 makes community care available to veterans across the country. Florida’s Baker Act and Marchman Act have also made emergency stabilization care more accessible in mental health crisis situations, so you don’t have to wait for the VA to pre-authorize it.

VA Community Care Employer Plans in Massachusetts
VA Community Care doesn’t offer employer plans in Massachusetts or anywhere in the country. Instead, it looks at your veteran eligibility and determines your benefits based on that. The VA CCN covers many veterans who cannot work, including disabled veterans.
VA Community Care Commercial Plans in Massachusetts
The VA CCN doesn’t offer commercial plans on the Massachusetts Health Connector. You receive coverage based on your eligibility. If you have other private insurance beyond what the VA offers, you may be able to combine benefits from both to cover your treatment expenses. This applies more often if your substance use or mental health condition isn’t related to your service.
VA Community Care & Massachusetts Medicaid
MassHealth (Massachusetts Medicaid) benefits can sometimes coordinate with your VA Community Care coverage to lower your out-of-pocket treatment costs. MassHealth is more likely to cover costs when they aren’t related to your military service. For example, if you’ve used substances since before you served, your substance use disorder may not be considered service-related. In that case, Medicaid would help to cover your costs.
Massachusetts Unique VA Community Care Coverage Information
Massachusetts offers some of the highest-quality, most accessible mental health treatment in the United States. The state has worked to remove barriers to mental healthcare, including treatment for substance use. It prevents providers and insurers from charging higher copays or imposing tighter restrictions on mental healthcare.
Massachusetts has some free mental health resources, including Community Behavioral Health Centers (CBHCs). The CBHCs offer walk-in mental health services and crisis stabilization. The state also offers many holistic options for care, which your VA Community Care benefits may cover.

VA Community Care Employer Plans in New Jersey
VA Community Care doesn’t offer employer plans anywhere in the United States, including New Jersey. If you’re eligible for VA benefits and have applied and received coverage, the VA will cover a certain amount of your treatment.
VA Community Care Commercial Plans in New Jersey
The VA does not offer commercial plans through Get Covered New Jersey, the state’s health insurance marketplace. To get VA health coverage, you need to apply online to find out if you’re eligible. If you are, the VA will provide mental health coverage.
VA Community Care & New Jersey Medicaid
If you’re eligible for VA Community Care and Medicaid coverage, you may be able to use both to cover certain healthcare costs. If your substance use is related to your military service, the VA will cover it without billing Medicaid. If your substance use is not service-related, Medicare will cover some of your treatment costs.
New Jersey Unique VA Community Care Coverage Information
Many people seeking mental health treatment come to New Jersey from surrounding states because of its quality and accessibility. It has stricter parity laws than many other states, and it requires that mental health professionals be involved in crisis situations answered by law enforcement. New Jersey is also one of the few states to have legal standards for using psychedelics as treatment.

VA Community Care Employer Plans in Arkansas
VA Community Care doesn’t operate the same as private insurance. You don’t purchase plans through employers. Instead, you receive benefits based on your eligibility as a veteran.
VA Community Care Exchange Plans in Arkansas
The VA CCN doesn’t offer plans through the ACA Marketplace. Your benefits are based on your veteran eligibility status. If you have private insurance as well as VA benefits, they will work together to cover your treatment.
VA Community Care & Arkansas Medicaid
If you have Medicaid through Arkansas Health and Opportunity for Me (ARHOME), VA Community Care will work with it to cover your medical costs, including your substance use treatment. The VA will cover costs for mental healthcare related to your military service before Medicaid is billed.
Usually, the VA and Medicaid won’t both be billed for your care. Instead, the VA acts as your primary insurance while Medicaid covers long-term treatment, like rehab and residential care.
Arkansas Unique VA Community Care Coverage Information
The federal VA MISSION Act of 2018 makes coverage for care at local facilities possible when the VA itself can’t provide the treatment you need. Arkansas’s parity laws also mean insurers can’t impose stricter limitations on substance use or mental health coverage. Your mental health must be treated equally to physical health in your benefits.

When you verify your VA Community Care mental health benefits, you may want to start by checking your general VA benefits. You can do that online at VA.gov or use the VA Health and Benefits app with your verified login. You can also call the MyVA411 information line at 800-698-2411, the health benefits hotline at 877-222-8387, or message the VA online to ask about your benefits.
If you live too far from a VA provider or you need care sooner than they can give it, the Community Care Network considers that. For most types of healthcare, you’ll need to face a wait time of at least 20 days or a travel distance of at least 30 minutes to qualify for community care. For specialty care, there must be a wait time of at least 28 days or a distance of at least 60 minutes.
